    I usually wash them with soap/water, plastic cleaner, bake, plastic cleaner, paste w/grey pad, adhesion promoter,topcoat.

    I mix the nexa autocolor plastic cleaner with water (1:1 ratio) then it would turn into white. Then I use that to scuff raw plastic bumpers with gold scotch brite. For primed bumpers, I just use red scotch brite.

    I wash with a white scotchbrite and soapy water, rinse, dry, clean with plastic cleaner, spray a coat of PPG DX 801, let sit for half an hour, then seal and refinish along with the vehicle.
