Racked bumper on a Nissan Frontier

I’ve got a ’98 Nissan Frontier, and last winter I bumped into a snow pile in front of my shop. It really pissed me off. It pushed the front bumper in slightly, and over to the passenger side about 1″ or less. I’ve got to hammer out the corner of the fender and little painted strip of steel below the grill, but I’m stuck on how to move the bumper over.

Am I better off:

Welding up a little rack that can be come-along’d and pull the bumper over all at once

or

removing the bumper and straightening out the front of the frame – that’s the part that is out of whack.

I’ll get pics up when I get back home.
